Student populations are dropping and ESAs are already having an impact on public schools in the Clinton area.

Clinton Area Enrollment Trends

Enrollment Out Observations

  • Statewide, enrollment out has increased steadily. It was at 16.6% in 2020-21, rising each year to 21.3% in 2024-25.
  • Clinton CSD enrollment out matches this trend. It rose from 11.4% to 16.4% over the same period.
  • Central DeWitt CSD has had the lowest enrollment out in the area. It was at only 7.4% last year.

Enrollment In Observations

  • Northeast CSD had by far the largest influx of students. Last year, more than 75% of the students at Northeast were from other districts.
  • Camanche CSD comes in a distant second with 23.3% of students coming from outside. All of the other area school districts have been well below the State averages for enrollment in.

ESA Volume Observations

  • The number of students in area school districts using ESAs increased significantly the second year of the program. With full implementation in 25-26, expect the numbers to be a lot higher this year.
  • Statewide, the average increase was 69%. Clinton CSD saw a 56% increase, while at Central DeWitt CSD it went up 100%.

ESA Percentage Observations

  • Davenport CSD, Central DeWitt, and Maquoketa CSD are all above the State average in the percentage of students using ESAs. Across the State, just over 5% of students in school districts were using ESAs last year.
  • Camanche CSD and Northeast CSD were well below the State average. Only one student in Northeast used an ESA last year.

Clinton CSD Observations

  • Total resident students in the district has been in a slow decline over the last five years. It has dropped just over 5% over that time.
  • The number of students enrolling out has increased over the same time. It was 372 students in 2020-21, rising to 477 students last year.

Camanche CSD Observations

  • Total students in the district have declined last two years after peaking in 2022-23. The total for last year is over 8% lower than 22-23.
  • Both enrollment out and in have increased in last five years. The net enrollment in number has been steady at around 90 students for the last three years.

Northeast CSD Observations

  • Total students in the district has declined steadily over the last five years. It dropped 7.5% in that time.
  • The large enrollment in level has not changed much in five years. It was 363 students in 2020-21 and 369 students last year. Enrollment out also hasn't changed much in same time period.
